Article 2.7.1 of the code relates to "using language, actions or gestures which disparage or which could provoke an aggressive reaction from a batsman upon his/her dismissal during an International Match".
An ICC statement said Broad "spoke in an aggressive manner, which had the potential to provoke an aggressive reaction from the dismissed batsman" after bowling Pant for 24.
India are on the verge of victory with a day of the game remaining.
The away side need one wicket when they return to Trent Bridge on Wednesday, with England's last pair requiring 210 more runs for the win.
