The Durham seamer suffered a side strain in South Africa and will sit out the tour, which includes two Tests in Galle and Colombo
Mark Wood has been ruled out of England's tour of Sri Lanka with a left side strain.
The Durham quick has been replaced by uncapped Lancashire seamer Saqib Mahmood in the 16-man squad, which departs on Monday.
Mahmood, who was recently pulled out of joining up with England Lions in Australia due to an apparent knee problem, has played a single one-day international and three T20Is but is still awaiting his red-ball bowl for his country.
Wood, 30, sustained the injury during the back-end of the tour of South Africa, during which he played in two Tests and three ODIs.
Subsequent scans back in London have revealed a small tear that will require rehab over the coming weeks.
England are already without Jofra Archer and James Anderson for the two Tests in Galle and Colombo next month.
The tour, which also includes two tour matches against a Cricket Sri Lanka Invitational XI and CSL XI, is scheduled to go ahead despite the outbreak of the coronavirus.
