He said: "It's been an honour to represent Leicestershire, and I'm extremely thankful to the club for giving me the opportunity to play professional cricket.
"However, I feel now is the right time for me to move on. I have high ambitions and want to try and further my career to get to the highest level."
Director of cricket Claude Henderson said: "Ben has been a fantastic servant for Leicestershire in all formats across the past four years."
Yorkshire have acquired a disciplined right-arm seamer and useful lower middle-order batsman. Mike has shown a versatility across formats, producing important performances for Leicestershire in red-ball and T20 arenas.

Yorkshire director of cricket Darren Gough said: "Ben is a very talented young cricketer whose signature was in demand around the counties so it's brilliant that he will be in our ranks next year.
"He's made some match-winning contributions throughout his career with Leicestershire, particularly in white-ball cricket, and we are excited to see his game develop even more with us at Yorkshire."
Mike joins Matt Milnes, who has agreed a move from Kent, and Derbyshire batsman Shan Masood in committing to the White Rose county for 2023.
